Page 6 of the November 2012 Model Aviation (MAAC Mag) states a couple of changes to the MAAC Safety Guidlines, effective July 28, 2012

The unofficial reading says that you are now ALLOWED to operate an R/C system within 4 kms of a pre-existing RC aircraft club flying site as long as you are operating a 2.4 GHz spread spectrum radio system. Those not using a 2.4 GHz system still need a frequency sharing agreement with the RC field.
and,
A MAAC Frequency Board, or Transmitter Impound, or other frequency control system, is NOT required at a flying location for those flyers using a 2.4 GHz spread spectrum system. It is still a requirement for those not using a 2.4 Ghz system.
